Technology
plays an important in both producing terror and 'protecting'
against it, depending on the hand of the beholder. Technology
infringes more and more on personal freedoms as the state
tires to find ways to manage notions of security deeming certain
peoples and places as risks. Technology and its manipulation
is a main ethical concern. Heidegger says "the essential
thing about technology is that man does not control it by
himself." Responsibility is displaced from the human
to the machine and the ability to control the switches is
slowly slipping away.

Terror
Games is the ultimate in threat simulation. For the first
time this year at the Government Convention for Emerging Technologies,
Terrorex
04 took place. Here the boundaries of the play space begin
to disappear. In a world of immersive simulation the real
doesn't leak into the playworld; the playworld leaks into
the real, as the simulacrum cancels the original (Baudrillard).
These games echo close similarities to the military's use
of video games to train recruits, profiting from the notion
that a pixelated image is easier to kill, and making it harder
to distinguish between the real and the simulated.

Robot
Terror
April 2004 marks the first time that a US robotic plane dropped
a bomb in a test run at Edwards Airforce Base. This event
marks "another step forward for technology the U.S. military
hopes will one day replace human pilots on dangerous combat
mission. These robot planes will still be under human supervision
but without human piloting, and thus exacerbating human emotional
detachment in the ability to kill other human bodies. Killing
is now a responsibility assumed by robots, relieving the conscience
of the state and its soldier.

The
NYPD is reportedly planning to install hundreds of cameras
around the city that can automatically recognize the faces
of
suspected criminals or terrorists. Facial
recognition technology would allow police to pick out
and follow suspects in high-crime areas and near potential
terrorist targets.
